Wind guru is my favorite wind forecasting site. Scroll to the bottom to see adjustments made for Cabarete. The arrows showing wind direction are useful. Typically the wind is East North East (arrows pointing left). The wind is side on shore from the right. It is not a good sign when the arrows swing away from this. The wind usually does not return until the direction shifts back to the normal East North East.
Magic seaweed: My surfer buddies watch the wave forecast for Playa El Encuentro at this site. El Encuentro is the country's leading surf break and is only five kilometers from Cabarete. The waves are best in the Winter months. The wind is best in the Summer. The PKRA World Cup is always held the last week of June. Peak season continues through July. August can be great but strangely enough when hurricanes pass by the southern side of the island the wind usually shuts down.

The wind is best when the sky is clear. This allows the land to heat which then pulls the trade winds to shore. The wind in Cabarete seems to be a combination of trade and thermal winds.
